As a concept, Adobe Contribute is brilliant – allowing non-technical users to make simple updates using a WYSIWYG editor with minimal training yet affording a good level of protection against the untrained editor breaking code, and without the need for a CMS (Content Management System); simply put, saving both time and money for both the developer and the client.

It has never scaled well to large sites (10,000+ pages) nor dynamic content, but for small static websites where regular updates are undertaken, but budget is important, it fills a niche.
